Provide leadership, day-to-day direction, and coordination for metropolitan and rural transportation planning. Coordinate with staff, local governments, and regional entities on planning activities. Support urban and rural planning functions, implement long-range plans, and contribute to project development. Conduct technical analysis to address transportation deficiencies and ensure future needs are met. Serve as a senior analyst, manage complex planning programs, and supervise and develop staff.

Key Responsibilities
  • Customer Response: Respond to public inquiries through phone, email, and letters. Attend public hearings for major studies and projects. Develop and deliver presentations to government and civic groups on transportation planning and land development.
  • Planning Activities: Manage and coordinate urban, rural, and district planning programs. Provide technical assistance and leadership to staff, local governments, planning commissions, and organizations. Represent the agency on boards and committees. Serve as liaison on planning matters with internal and external stakeholders.
  • Project and Development Support: Coordinate planning efforts with programming and project development. Provide recommendations based on needs assessments, long-range plans, and regional studies. Prepare supporting documentation for project development, including forecasts, land use, and transportation impacts.
  • Technical Assistance and Review: Support land development reviews such as rezoning, subdivision, site plans, and plats for local jurisdictions.
  • Transportation Planning Studies: Develop, manage, and participate in studies including corridor, access management, interchange, and crossover studies. Review RFPs, contracts, and vouchers for state transportation planning grants, rural and multimodal planning, and consultant services.
  • Travel Demand Preparation: Lead the preparation of local and regional travel demand forecasts. Provide traffic models and reports for roadway design, environmental studies, and scoping meetings.

Minimum Qualifications
  • Experience in applying transportation planning principles to complex projects.
  • Knowledge of transportation planning processes and agency relationships.
  • Ability to manage budgets, analyze transportation data, and prepare reports.
  • Ability to supervise and lead teams effectively.
  • Strong oral and written communication skills.
  • Proficiency in using computers and software applications.
  • Valid drivers license.
Additional Considerations
  • Education, training, or experience in Civil Engineering, Transportation Planning, Urban or Regional Planning, or a related field.
  • AICP certification preferred.
  • Progressively responsible management experience in planning and land development.
